Through the winding road from Lake Lut Tawar, Takengon was treated to the appearance of a row of hills and mountains covered in thin clouds that colored our journey to Kute Panang Village. The Kute Panang area is one of the areas that experienced severe damage due to the earthquake in 2 July 2013 ago. As time progresses, This region continues to grow and develop to this day.
It's even 10 year, The earthquake disaster was experienced by residents of Kute Panang Village in Kec. Kute Panang. The memory of the earthquake that occurred is still clear. That afternoon was so bright, and no one expected a disaster to occur. The powerful shock was so violent that the energy was almost destructive 90% buildings in this village. We can still see traces of damage to buildings today.
Exactly five days post 10 The year the Gayo earthquake occurred was precisely on Friday, 07/07/2023, The Indonesian Scale team held discussions to commemorate the earthquake disaster and increase the capacity of residents in facing disasters. This activity is a series of the Community Led on Disaster Risk Management program which is supported by Mandala Finance.
Starting from the collective memory of residents regarding the earthquake disaster, the Indonesian Scale team made an earthquake contingency plan. The initial step taken by the residents of Kute Panang Village was to map the human resource potential and also the equipment resources they owned and had the potential to be utilized or mobilized in an emergency response situation.
Next, residents create earthquake scenarios that they can overcome and create impact scenarios if the disaster occurs which are then mutually agreed upon. This process takes a long time with serious discussions, but it's still fun because it's often punctuated with laughter.
In the morning the next day (Wednesday, 08/07/2023) the process of making earthquake contingency plans in Kute Panang Village has continued. After agreeing on the incident scenario and also the earthquake impact scenario, residents held discussions again to create a Disaster Emergency Response Command Post structure. This structure is an organization created to carry out support operations and assist the community in carrying out search operations, help, rescue and fulfill the basic needs of residents affected by disasters during the disaster emergency response period.
Several complicated debates occurred when selecting several people to serve as leaders in each cluster in the disaster emergency response command structure. However, all can be completed in a matter of hours. Next, residents create a flow or description of the procedure for establishing a disaster emergency response command which is created and agreed to be carried out during an emergency response in a short time. This is done so that the number of victims and damage can be minimized.
After lunch took place, activities resumed. In this session, the participants are very much waiting, because all participants will practice carrying out their tasks through holding table top exercises.
All representatives of Kute Panang Village residents formulated the main tasks and functions of each disaster emergency response command post structure. Then practice together by trying to carry out the task immediately after the disaster scenario has been read. The Disaster Emergency Response Command took over to lead the earthquake disaster emergency response operations and was followed by the active role of all participants who took part by practicing carrying out their duties according to existing instructions..
Representatives from all levels of Kute Panang Village society like Reje (village head) and also village officials, The People Have Even Consensus (RGM), My womb (local religious leaders), Traditional Elders, Women and youth representatives responded well to the activities carried out.
