Kontinjensi adalah suatu kondisi yang bisa terjadi, tetapi belum tentu benar-benar terjadi. Perencanaan kontinjensi merupakan suatu upaya untuk merencanakan sesuatu peristiwa yang mungkin terjadi, tetapi tidak menutup kemungkinan peristiwa itu tidak akan terjadi. Perencanaan Kontinjensi sesuai dengan ketentuan Pasal 17 ayat (3) PP 21/2008 dilakukan pada kondisi kesiapsiagaan yang menghasilkan dokumen Rencana Kontinjensi (Contingency Plan).

Dokumen rencana kontingensi adalah dokumen yang disusun melalui suatu proses perencanaan penanganan situasi darurat bencana pada jenis bahaya tertentu, in an uncertain situation, with agreed scenarios and objectives, technical and managerial measures are defined, and a mutually agreed upon potential response and deployment system for prevention, atau menanggulangi secara lebih baik dalam situasi darurat dan ditetapkan secara formal.

Kelurahan Nanggewer Susun Rencana Kontingensi Bencana Banjir

Kelurahan Nanggewer adalah salah satu wilayah yang memiliki ancaman bencana banjir. Beberapa kali banjir yang merugikan terjadi di wilayah ini, di antaranya pada tahun 2016, 2018, 2019, 2020 and 2023. Puluhan rumah terendam, bahkan pada kejadian banjir 2019 terdapat empat rumah yang hanyut terbawa arus Sungai Cikeas. Berdasarkan sejarah kejadian bencana banjir yang menimpa wilayah ini, warga memilih untuk membuat rencana kontingensi banjir. Hal ini dilakukan sebagai salah satu upaya meningkatkan kesiapsiagaan menghadapi bencana.

Penyusunan rencana kontingensi, dilakukan dengan membuat skenario kejadian dan asumsi dampak terparah yang mungkin akan terjadi di Kelurahan Nanggewer. Kemudian dilanjutkan dengan pemetaan sumber daya manusia dan juga peralatan yang dapat dimobilisasi ketika bencana terjadi. Lalu dilanjutkan dengan pembentukan struktur pos komando tanggap darurat bencana serta menyepakati tugas pokok dan fungsi dari masing-masing struktur yang dibentuk. Para peserta juga menyusun rencana operasi tanggap darurat bencana. Kegiatan diakhiri dengan penyelenggaraan table top exercise atau latihan di atas meja mengenai dokumen yang telah disusun.

Ratri Pudyastuti (44) salah satu peserta penyusunan dokumen rencana kontingensi menyampaikan bahwa kegiatan ini sangat bermanfaat untuk membuka wawasan mengenai hal yang akan kita lakukan ketika menghadapi situasi sesaat sebelum terjadinya bencana.

“Dari pelatihan ini, kita jadi tahu langkah – langkah apa saja yang harus dilakukan untuk bisa meminimalisir kerugian akan dampak yang akan terjadi” kata Ratri.

Ratri berpendapat bahwa sesi pelaksanaan table top exercise adalah bagian yang menarik. “kita jadi bisa simulasi akan keadaan yang akan kita hadapi di depan ketika hal tersebut terjadi dan sudah tahu langkah yang harus kita jalankan jadi lebih teratur dan terarah” tambah Ratri.Ratri berharap, setelah pelaksanaan program KUAT, kelompok Kampung SIaga Bencana (KSB) Kelurahan Nanggewer dan masyarakat lainnya dapat mengaplikasikan seluruh ilmu dalam rangkaian pelatihan yang telah diberikan.

Hal ini diperkuat dengan keberadaan Peraturan Pemerintah Nomor 21 tahun 2008  Pasal 6 ayat (1) tentang penyelenggaraan penanggulangan bencana yang menyatakan bahwa perencanaan penanggulangan bencana merupakan bagian dari perencanaan pembangunan.

Lokakarya pemaduan penanggulangan bencana dengan rencana pembangunan daerah dilakukan dengan memadukan unsur-unsur penanggulangan bencana ke dalam Rencana Kerja Pembangunan (RKP) tahunan di masing-masing kelurahan. Proses pemaduan mengikuti logika dan alur penyusunan perencanaan pembangunan daerah yang dilakukan secara teknokratis, pendekatan atas-bawah dan bawah-atas serta partisipatif, dan menggunakan pendekatan Tematik, Holistik, Integratif, dan Spasial atau biasa disingkat dengan sebutan THIS.

Dalam kegiatan tersebut, para peserta mendapatkan pengetahuan mengenai sistem kebijakan publik,  partisipasi, merumuskan isu strategis, teknik negosiasi serta cara mempengaruhi pembuat kebijakan publik atau advokasi. Pembelajaran ini menggunakan metode diskusi kelompok dengan menggunakan berbagai macam media dan perangkat pembelajaran, sehingga dapat meningkatkan kreatifitas peserta.

Asep Irwan, Wakil KSB Kelurahan Nanggewer berkata “Kegiatan ini  sangat penting, karena dapat mengintegrasikan isu penanggulangan bencana yang harus berjalan selaras dengan penyusunan RPJMD/RPJPD”. 

“Tentunya masyarakat dan penggiat kebencanaan jadi paham potensi bencana yang ada di wilayahnya dan harus bertindak apa untuk pencegahan dampak bencana nya” tambah Asep.

Lokakarya pemaduan penanggulangan bencana dalam rencana kerja pembangunan ini dirasakan manfaatnya oleh warga di wilayah yang memiliki risiko bencana tinggi. Sujana, Ketua DESTANA Kelurahan Pondok Rajeg berkata “Kegiatan hari kamis yang lalu bagus karena kita DESTANA bisa mengajukan prioritas apa yang bisa diintegrasikan dengan pemerintah/ kelurahan

Melalui kegiatan ini, komunitas dapat mengerti dan lebih percaya diri dalam menyuarakan pendapat dan usulannya dalam kegiatan Musyawarah Rencana Pembangunan (Musrenbang) di tingkat kelurahan. Sujana menambahkan “Manfaat dari kegiatan ini, us, DESTANA dapat mengajukan kegiatan prioritas pada kegiatan Musrenbang tingkat kelurahan pada  13 Januari lalu. Hasilnya, terbukti pengajuan kebutuhan kegiatan DESTANA diterima” 

Kegiatan pemaduan penanggulangan bencana dalam rencana pembangunan daerah merupakan salah satu praktik baik untuk memberdayakan masyarakat dalam meningkatkan pengurangan risiko bencana.

This earthquake disaster simulation activity is carried out in several stages, Among these are the evacuation simulation preparation phase which is carried out on 3-4 December 2024. At this level, seluruh peserta membuat skenario simulasi evakuasi dan menyusun standar operasional prosedur penanganan bencana gempabumi.

Keberadaan Sesar ini masih menjadi dugaan bahkan disebut-sebut sebagai ancaman besar bagi Jakarta.

This fault stretches along 25 Km in South Jakarta. This fault is responsible for the earthquake in 1834 in Bogor with force 7.0 Mw which causes mass destruction in the surrounding area. This fault shifted again this year 1862 and caused a powerful earthquake 6.5 Mw in Karawang Regency

As a country whose geological location is in the regionring of firewhich is very disaster prone, Indonesia is seen as not yet maximizing collective memory and local knowledge as a form of disaster risk reduction. Unwritten knowledge becomes the local wisdom of the community, just a legend, story of mouth, local poetry, song/song, dll.

On this basis, Indonesian scale together School of Strategic and Global Studies, University of Indonesia (SKSG-UI), Association of Indonesian Geologists (IAGI) supported by USAID-KUAT held this investigation with a disaster mitigation research mission calledBaribis Fault Expeditionto the West Java region, including Bekasi, Purwakarta, Sumedang, Majalengka, Subang, Bogor dan Depok.

“Tracking through this expedition is very important, because literacy about the history of disasters in Indonesia is spread in various regions, both in the form of oral and written traditions, through ancient texts. And there is still very little information about the history of disasters in Indonesia, which is traced through oral traditions and also written traditions through various existing ancient manuscripts. Especially related to threats in Jakarta, which is suspected to be due to movement of the Baribis fault, there is still very limited information.” This is according to Trinirmalaningrum, Direktur Skala Indonesia.

Meanwhile USAID-KUAT expressed its support for the implementation of the Baribis Expedition. “USAID KUAT really supports this activity, and glad that this expedition will be

along urban and rural areas crossed by the Baribis Fault," explained Bill Marsden, Project Director USAID KUAT-Miyamoto International. Marsden also added, that when a large earthquake occurred, it was destructive in 2018 1834 which is thought to be caused by the Baribis Fault, The population of Java Island was still much smaller than it is now. 12 Young Researchers Explore the Baribis Fault Route

This Baribis Fault Expedition involves 12 a researcher with a historical background, Sociology, Anthropology and Geology. Later the research team will conduct research in the area thought to be traversed by the Baribis fault. The STRONG program is a three-year funded projectUnited States Agency for International Development(USAID) which is implemented through a consortium consisting of Miyamoto, Wahana Vision Indonesia (WVI), dan Catholic Relief Services (CRS).  This program is run in Jakarta, Line. Tangerang and Kab. Bogor. In its implementation in Cibinong District, carried out in two sub-districts, yakni Kelurahan Nanggewer dan Pondok Rajeg dengan mitra pelaksana Yayasan Skala Indonesia.

Previously, All sub-districts in Bogor Regency have declared their participation in the Disaster Resilient District program (DATE) on 2 July 2024. Follow up on this, The KUAT Program together with Cibinong District held the activity "Exhibition of the Achievements of the KUAT Program and Socialization of Disaster Resilient Districts in Cibinong District". Kegiatan ini dilakukan untuk membentuk kolaborasi yang efektif dan efisien dari berbagai pihak dalam menciptakan ketangguhan di Kecamatan Cibinong.

Therefore, The KUAT program with the Cibinong District encourages all parties, good from the government, education units, business institutions and community representatives, agar dapat berpartisipasi aktif dengan menjalin sebuah komitmen bersama dengan membentuk nota kesepakatan mengenai pembentukan KSB atau DESTANA.

The KSB group of Nanggewer Village and the DESTANA group of Pondok Rajeg Village explained the process of running the KUAT program at the community level. This is done to provide an overview of the process that forms the resilience of a region. These two groups explained that there were many benefits from implementing the KUAT program. Some knowledge regarding disaster management is provided, can be understood and put into practice when a disaster occurs. However, They hope that the disaster risk reduction activities they have been carrying out so far will not stop when the KUAT program is finished. Therefore, they want the disaster management plan that has been formed to be integrated with various programs at the sub-district level and can be supported by all stakeholders present.

In line with this,Head of the District BPBD Preparedness Team. This potential negative impact can be seen from the potential number of people exposed, property loss, dan kerusakan lingkungan.

2 Subdistrict Conducts Disaster Risk Assessment

Every region should have a disaster risk assessment which can be used as a reference for development. Disaster risk assessment is one of the services included in the Minimum Service Standards (SPM) Disaster Affairs Sub. Layanan ini merupakan jenis dan mutu layanan urusan bencana yang berhak diterima oleh warga negara secara minimal yang dilakukan oleh pemerintah tingkat kab/ kota.

The KUAT program is carried out in the Jakarta area, Line. Tangerang and Kab. Bogor. Implementation of the KUAT program in Kab. Bogor dilakukan oleh CRS dengan mitra Yayasan Skala Indonesia yang melaksanakan program di wilayah Kelurahan Nanggewer dan Kelurahan Pondok Rajeg.

Participatory disaster risk assessment is one part of the activities in the KUAT Program. This process begins with doingworkshop disaster risk study attended by community representatives consisting of sub-district officials, female representatives, youth representation and disability representation carried out on 2-4 February 2024 in Pondok Rajeg Village and 1-3 March 2024 di Kelurahan Nanggewer.

Residents participatively assess disaster threats from historical disaster studies and secondary data such as disaster threat data on the Inarisk page. Then residents calculate socio-economic and physical vulnerabilities based on BNPB Perka No 2 year 2012. The assessment of sub-district capacity in facing disasters is calculated using the SNI Village/Subdistrict Resilience Assessment tool 8357 tahun 2017.

Afterworkshop finished, residents jointly prepare disaster risk assessment documents through several Focus Group Discussion activities (FGD) which was done on 16 February 2024 and 20 March 2024. This document continues to be refined in a joint reviewonline and donereview returned by the sub-district office so that it is suitable for publication.

The results of the disaster risk study that has been carried out conclude that the Pondok Rajeg sub-district area has three priority threats, namely earthquakes, floods and tornadoes. The risk of earthquake disasters in this region is high. Temporary, risiko bencana banjir dan angin puting beliung bernilai rendah.

Dhian Nurul Wardani, member of Family Welfare Empowerment (PKK) Pondok Rajeg Village said that the disaster risk assessment process in its area was very useful, Moreover, many do not yet know that the area where they live is prone to earthquake disasters. Through this participatory disaster risk assessment process, Citizens can identify disaster threats and the vulnerabilities they have. Risk studies carried out in small areas such as sub-districts and villages can map risks in more detail and specifically. So that, warga dapat mengembangkan rencana aksi komunitas untuk penanggulangan bencana di daerahnya.

Cibinong area

Cibinong is the administrative center of Bogor Regency. This area was originally a merger of nine settlement groups by Governor General Baron Van Inhof in 1745. These nine groups are the core of Bogor society to this day. According to Government Regulation Number 6 Year 1982, Ibukota Kabupaten Bogor dipindahkan dan didirikan di Cibinong.

Since 1990, Government activities are centralized at the Government Office in Cibinong. Whereas, based on information, The Cibinong area was prepared as a replacement for the government capital of Jakarta in the 1980s. Geographically, Cibinong Regency is located in the northern lowlands of Bogor. The height of Cibinong ranges between 110 until 152 meters above sea level, dengan medan agak berbukit di sekitar bantaran sungai.

Therefore, It's not surprising that Cibinong has a temperature that is almost the same as the hot areas in Depok or South Jakarta. Hal ini berbeda dengan daerah lain di Bogor yang terkenal dengan iklimnya yang sejuk.

Although Cibinong is located in the lowlands and is crossed by several rivers, Cibinong is known as a flood-free district since ancient times. The name Cibinong itself hasorigin which not many people know. It is believed to originate from two syllables, “ci”, which means river or water flow and binong which means the name of the treeNudiflora Tetrameles. This tree is classified as a rare plant.
